Changes for 2011 Point-in-Time (PIT) Count of Homeless People

 

The next HUD-required biennial PIT count of homeless persons is the last 10 days of January 2011.  HUD needs communities to collect additional data during their upcoming January 2011 PIT counts of sheltered and unsheltered homeless people.  Communities must include the following data:

 

·         Number of Chronically Homeless Individuals.  As in the past, CoCs should collect the number of chronically homeless individuals.  However, only adults (persons 18 years or older) who have either been continuously homeless for a year or more OR have had at least four (4) episodes of homelessness in the past three (3) years may be counted as chronically homeless.  Persons under the age of 18 are not counted as chronically homeless individuals.

 

·         Number of Chronically Homeless Families.  CoCs should also collect the number of chronically homeless families according to the following definition (from the 2010 NOFA for CoC Homeless Assistance Programs):

 

Chronically Homeless Person or Family.  An unaccompanied homeless individual (18 or older) with a disabling condition or a family with at least one adult member (18 or older) who has a disabling condition who has either been continuously homeless for a year or more OR has had at least four (4) episodes of homelessness in the past three (3) years. 

 

This means that CoCs need to collect four pieces of data to meet HUD requirements:

  1. Number of sheltered chronically homeless individuals living in emergency shelter or safe havens.
  2. Number of unsheltered chronically homeless individuals living in a place not mean for human habitation (e.g., living on the street).
  3. Number of sheltered chronically homeless families living in emergency shelter or safe havens.
  4. Number of unsheltered chronically homeless families living in a place not meant for human habitation (e.g., living on the street).

 

·         Number of unsheltered veterans.  In the past, veterans subpopulation data was only required for sheltered adults.  In 2011, HUD is requiring communities to collect veterans information for both sheltered and unsheltered adults (18 and older).

 

This means that CoCs need to collect two pieces of subpopulation data to meet HUD requirements:

1.    Number of sheltered veterans living in emergency shelter, safe havens, or transitional housing.

2.    Number of unsheltered veterans living in a place not meant for human habitation (e.g., living on the street).

 

HUD will post updated PIT Count guidance next month.  Additionally, HUD is updating Housing Inventory Count (HIC) requirements for 2011 and will provide guidance in early November.
