Initial jobless claims rise to highest level since 1982

WASHINGTON (MarketWatch) -- First-time claims for state unemployment benefits rose a seasonally adjusted 12,000 in the week ended March 28, hitting the highest level since October 1982, the Labor Department reported Thursday.

These initial claims totaled 669,000, a level that is up 72% from the same period in the prior year. The four-week average of these initial claims increased 6,500 to stand at 656,750 -- also the highest level since October 1982.

The four-week average is considered a better gauge of labor market conditions than the volatile weekly figures because it smoothes out one-time distortions caused by holidays, bad weather or strikes.

For the week ended March 21, the number of people collecting state unemployment benefits reached yet another new record, jumping 161,000 to 5.73 million -- 96% greater than in the prior year. The four-week average for continuing claims also rose, up 163,500 to a record 5.5 million.

Initial claims represent job destruction, while the level of continuing claims indicates how hard or easy it is for displaced workers to find new jobs. The latest claims report shows that finding a replacement job remains difficult.

"Needless to say, these are terrible numbers, especially the continuing claims figure, which really is disturbing," wrote Dan Greenhaus of the equity strategy group at Miller Tabak. "I hope to see some moderation in these weekly figures as we progress through April or we're going to have to get accustomed to monthly job losses of more than 600,000 yet again."
Meanwhile, the insured unemployment rate -- the proportion of covered workers who are receiving benefits -- rose to 4.3% from 4.2%, reaching the highest level since May 1983. The data come from state unemployment offices' reports on actual filings, not a statistical sample or a hunch.

Escalating levels of initial and continuing claims signal prospects of an approaching double-digit unemployment rate, in the view of many economists.

On Friday, the government will report nonfarm payrolls for March, and analysts polled by MarketWatch are looking for about 660,000 job losses as well as an unemployment rate of 8.5%. In February, the economy lost 651,000 jobs, and the jobless rate rose to 8.1%, the highest rate in more than 25 years.

Earlier this week, the ADP employment index reported that the U.S. labor market worsened again in March, as private-sector firms cut 742,000 jobs.

Typically, state unemployment benefits run out after 26 weeks for those who are eligible. Benefits are generally available for those who lose their full-time job through no fault of their own. Those who exhaust their unemployment benefits are still counted as unemployed if they are actively looking for work.

A total of about 1.5 million people were collecting benefits under a federal program that extends unemployment benefits past six months. End of Story

Comment: If you have a job you better hold onto it and keep yourself open to looking at a more secure position, though job security is rare in many cases. When it is a recession and other people lose their jobs you might say, "Oh what a pity!" When you lose YOUR JOB that recession looks a lot more like a GREAT DEPRESSION. In fact, in my humble opinion, we are in the throes of a another Great Depression. It is may not now be as bad as the original Great Depression triggered in the 1929 Stock Market Crash, but it is another Great Depression that economists are loathe to admit because they figure that the simple admitting of another Great Depression could drive the stock market even lower and could have negative economic effects.

In many ways, the Obama regime is doing its own version of the New Deal. All of this should at least make people look at the connected reality that we are under the powers of corporate capitalism spearheaded by the bankers and if we think further ahead we can see the merits of one kind of democratic socialism or another. It should be clear that the present economic model simply is not working for the masses!


Now is the time when we need to stick together, to work in unity, to avoid petty small mnded left wing-vs.-right wing schizophrenia and see our common survival interests.

Let us go beyond thinking strictly in terms of race, nation or sexual orientation. It should be clear that there is actually only one race ~ the human race ~ and that there is really no longer any real independent nation when the Amerikan Empire and its imperialism rules the roost. There can be no woman's liberation without man's liberation, without a child liberation and in general there can be no liberation without a strong people's liberation movement that can mobilize the consciousness of the masses.


Stick to the basics, work on your own character defects and walk in a spirit of love, unity and solidarity with others in your day-to-day lives. Help others as much as you can, share with others what you can and think of others in all your relations.

President Obama is taking another step down the road of engaging America's adversaries with the decision to seek a seat on the United Nations Human Rights Council, a group President Bush had shunned..


Secretary of State Hillary Rodham Clinton announced in a statement Tuesday the reversal of Bush's policy of remaining outside the council as a way of protesting its makeup and work. "With others, we will engage in the work of improving the UN human rights system," Secretary Clinton said, with the goal of "advancing the vision of the UN declaration on Human Rights."


The administration's decision set off the latest installment of a debate in foreign-policy circles over whether the world's most egregious rights abusers are best confronted from within or outside the international human rights tent embodied by the council.


The 47-country council is tasked with defending international rights, but even some of its members concede the Geneva-based body spends too much time criticizing Israel and focusing on issues such as Islamophobia in Western countries. The council's predecessor, the UN Human Rights Commission, was branded as a club for dictators and scuttled in 2006. The current council is dominated by countries from Africa and Asia that have shielded human rights violators such as Sudan and Zimbabwe from scrutiny.


The Bush administration concluded that US membership would only grant legitimacy to the council, and stayed outside when it was created in 2006. The US initially accepted observer status but then decided even that was too much.


But on the same day that the Obama administration extended overtures to Iran, US officials at the UN explained the new "reform from within" stance on the council.


Joining the council is part of Obama's "new era of diplomatic engagement," said the US ambassador to the UN, Susan Rice, adding that the aim was to make the council "a more effective body and to protect and promote human rights."


Preempting potential protests from conservatives who preferred the Bush administration's express condemnation of the council, Ambassador Rice added, "As a fully engaged member of the council, we'll be working from within rather than sitting on the sidelines – and thus can do more."


"Getting in now would put the US in the "best position to influence the 2011 council review," Rice added in a conference call with reporters.


The US will go up for election to the council in a mid-May vote, but will join Belgium and Norway in a three-candidate ticket for three seats and thus is virtually guaranteed a seat.

But some UN and human rights experts say remaining outside now with the 2011 review as a bargaining chip would have been the better way to pursue reform of the council.


"US membership and the prestige that comes with it should have been withheld until 2011," says Steven Groves, a specialist in international human rights institutions at the Heritage Foundation in Washington. The Obama administration could have used the fact that the world wants the US in the council as a means of pressing for meaningful changes, he adds, "but the US surrendered that ground without a fight."


Now, he says, the US will just be one of seven Western democracies up against 40 countries – mostly from Africa and Asia – that are suspicious of any institutional focus on countries from their regions.


"We're probably going to be replacing Canada with the US," Mr. Groves says, "so it's hard too see how this will be an improvement under the current structure."


Still, most international human rights groups received the US decision favorably. "Active involvement by the US will bring new energy and focus to the Human Rights Council's deliberations and actions, helping it become a more credible force for human rights promotion," says Kenneth Roth, executive director of Human Rights Watch.


Mr. Roth acknowledged the council's failure to address "the wide range of serious human rights problems around the world" while keeping a "one-sided focus on the Israeli-Palestinian conflict." But, he says, as a member the US could lead the council to "fulfill its potential."

Comment: To me, this is great news and shows a key difference between the former Bush Regime and the present Obama Administration. It highlights the central role of the humane rights movement on a global level and cosmic level. These central rights are given to us by merit of us all being Creatures of the Creator ~ creatures of the Creator have declared these rights to be sacred but they have always been and are as a key part of our birthright and our priceless inheritance as human beings in an often inhumane world such as we live in today.


Our common agenda in the political-social-economic spheres of life should be a basic, fundamental humane rights agenda. It is the common denominator for all of us who seek a new world of peace, prosperity and representative democracy for all peoples. It should be   

the common denominator whether we are Left-Wing or Right-Wing, Democratic or Republican, Black or White, Gay or straight or caught up in any kind of either-or cultural stance that excludes any significant group of people upon the planet Earth. It is the key central common denominator that can unite the now divided progressive movement inside the United States and throughout the world because it is based upon our common humane rights, including our basic survival rights of food, clothing, shelter, medical care and quality education! We mobilize the masses around their basic common needs, common dreams and common humane rights!


The immigrant rights movement is a part of the humane rights movement as are all positive progressive movements that fight for the rights of any particular group, people or social orientation. The violation of the humane rights of anyone is a violation upon all of us. If there is a devil be sure that the devil is a divider who gets a perverted thrill when he sees good hearted and well-intentioned people fight each other other surface superficial differences. Have the vision to see the clarity beyond the present chaos!


In relation to human beings there is only one race: the human race. A human being as such can simply mean a two-legged carnivorous animal. A HUMANE BEING is one who strives to have tender care, genuine concern and loving compassion for all of living beings, especially human beings who are creatures of the Creator. Racism against any one particular ethnic group or so-called race is a mental-spiritual disorder.


Let us not be divided by flags, borders, religions or confused philosophies. There is only one Mother Earth and she is in deep trouble on a global level. City Council OKs $700,000 for plan to help Fresno homeless

Fresno City Council members Tuesday approved a $700,000 plan to help homeless residents find housing, and to help those about to be forced out of a southwest Fresno motel find new housing.


The 7-0 vote will immediately help residents facing eviction from Storyland Motel, and also allow city workers to begin a "triage assessment" of homeless residents in three downtown encampments.


"These are important first steps for us, and for these residents," said Gregory Barfield, Fresno's homeless prevention and policy manager.


Residents of the Storyland Motel, on the 1500 block of North Motel Drive, face eviction because of code violations at the property. The city is monitoring conditions at the hotel, where residents complained of unsafe electrical wiring and other problems.


A large group of residents attended the council meeting and asked the city to help them.

"As we sit here, they are boarding up some of the rooms at the hotel. Most of us don't have the money to move to somewhere else, and we will be on the streets without help," said resident Darcy Glover.


Helping people avoid homelessness is an important part of the city's plan to end chronic homelessness in 10 years, Barfield said. Another part of the plan is helping those who are already homeless.


To meet that latter goal, Barfield and his staff will conduct an intensive assessment of those living in Tent City, New Jack City and The Hill, Fresno's three largest homeless encampments, on land near the Union Pacific Railroad tracks at the edge of downtown.

"We need to figure out exactly who is living there, what their family situations are and how we can best help them," Barfield said.


Barfield said after the assessments are done, he can use some of the money to find housing for the residents, based on their needs and medical condition.


There are at least three pregnant women living in the camps, Barfield said, two of whom are in their third trimester. Several other residents have serious medical issues.


"The pregnant women and those who are seriously ill will be our first priority," Barfield said.

Barfield said the assessments will start next week, and Storyland Motel residents will be helped immediately if they are forced to move.

In other action, Fresno City Council members:

* Voted unanimously to borrow more than $56 million in tax revenue anticipation notes, which must be repaid in one year. City officials said borrowing the money will allow the city to meet its financial obligations at a low interest rate.

* Accepted compensation recommendations for the city clerk and city attorney that included no pay increases, at their request.

* Approved issuance by Fresno Joint Powers Financing Authority of up to $22 million in bonds for capital projects, including construction of police stations for the Central and Southeast districts.

Comment: Good news from Fresno! This is the kind of specific concrete action that local governing bodies need to be taking to help the homeless. Sacramento and other cities and regions need to look at what they can afford to help keep people from being homeless and help avoid chronic homelessness. Once one becomes homeless it is hard to get back into housing because one needs a straightaway in terms of meeting daily survival needs while one is working, looking for work and trying to obtain a new housing situation. These are key obstacles for people to overcome in order to obtain a safe sanctuary for a home.

LONDON - Watch the Franco-German axis.

France and Germany may present a formidable challenge to the idea of G-20 unity. French President Nicolas Sarkozy is promising to walk out if things don't go his way.


"I will not associate myself with a summit that would end with a communiqué made of false compromises that would not tackle the issues that concern us." Mr. Sarkozy said Wednesday morning in a Europe 1 radio interview.


What Sarkozy wants is tougher financial regulations, and less emphasis on stimulus spending.


But Prime Minister Gordon Brown and President Barack Obama are trying to downplay the pre-summit Merkel-Sarkozy contretemps.


"The truth is that that's just arguing at the margins," Mr. Obama said at a joint press conference Wednesday in London with Mr. Brown. "The core notion that government has to take some steps to deal with a contracting market place and to restore growth is not in dispute."


And Brown wasn't buying Sarkozy's attempt to upstage the summit either.


"I'm confident that President Sarkozy will be here not just for the first course of our dinner but will still be here when we complete our dinner this evening," he said.


Sarkozy has laid much of the blame for the economic crisis at the door of "Anglo-Saxon" economies.


What's the backstory?


A competition between the flamboyant, hyperactive Frenchman and the bookish British Prime Minister over who will be seen as Europe's de-facto guiding force against the world recession at a time when both are under pressure from their own electorates.


Perhaps more than any other leader, the summit is crucial to the political fortunes of its British host, who is on the ropes at home where he was criticized for jetting around the world in preparation as Britain slides into the deepest recession of any major Western economy.


But we're just getting warmed up, folks.


Sarkozy and Merkel are planning their own joint news conference later Wednesday. Expect them to criticize Brown for unleashing one major stimulus after another.

Comment: All these world leaders ~ or are they really mis-leaders? ~ need to humble their arrogant souls and find the common sense of sitting down together, breaking bread and working together on common solutions to a global crisis that impacts on all of us.


Corporate capitalism is in a deep state of crisis! People should at least be waking up to the viability of bringing about new economic solutions to these economic problems from which usually spring our own actual politics and political beliefs about life in connected reality. We all need to look at and do a close examination of the merits of a true democratic socialism that tangibly benefits the majority of the world's people, who residet in the Third World, not Europe or the U.S.A.!
